Effective May 3, 2026, the NYC Department of Buildings has enacted Local Law 10 (LL10) of 2026, bringing significant updates to the Site Safety Training (SST) Program. The changes focus on mental health and wellness, suicide risk and prevention, and alcohol and substance misuse awareness on construction sites.
Here's a full breakdown of what's changing and what it means for you.
New Mental Health & Wellness Requirement
LL10 replaces the existing 2-Hour Drug and Alcohol Awareness course with a new 2-Hour Mental Health Awareness course. Key points:
- Registered Course Providers have 90 days from May 3, 2026 (until August 1, 2026) to develop and transition to the new course
- During that 90-day window, either the old or new course may be offered
- After August 1, 2026, only the new 2-Hour Mental Health Awareness course will be accepted for new SST card issuance
- Holders of active SST cards are not required to take the new course
One-Year Grace Period for SST Card Renewal
If your SST card expires on or after May 3, 2026, you have one full year after expiration to renew it. Important caveat: expired cards cannot be used on a jobsite during the grace period. Failure to renew within the grace period means you'll need to apply for a new SST card issuance from scratch.
OSHA Course Equivalency Update
As of May 3, 2026, the 40-Hour Site Safety course is now recognized as equivalent to the 30-Hour OSHA course for credit toward a new SST card issuance.
